Obviously, the IRS has an expansive view of political participation. In simple terms, a pastor may not discuss the pros and cons of candidates from the pulpit or in church publications, but may support or oppose a candidate as an individual citizen away from the church, so long as there is no suggestion that it is the church’s position.
