May a nonprofit /church give "thank you" gifts to its volunteers?

May an exempt organization give a gift thanking volunteers for service during the year? What about giving a gift to a board member, or a paid employee of the nonprofit? Assuming that the gifts are of relatively small value and not a quid pro quo for specific work, it would be permissible to give recognition small gifts to volunteers without their having to treat it as income and with the charity reporting it as an operating expense.
