Court rules that Administration may not limit eligibility to public charities. A federal District Court in the District of Columbia has ruled that a private operating foundation may participate in the Combined Federal Campaign of charitable solicitation and that the Office of Personnel Management may not enforce a new regulation limiting participation to “public charities.”
