Church Leaders who may even be mandatory reporters can not be sued by child abuse victims for failure to report, even if they learned of the allegations and believe them to be true.

Many state child abuse reporting statutes do not authorize child abuse victims to bring civil lawsuits against pastors/elders who have reason to suspect the alleged abuse but failed to report.
